FRANKLIN/SALINE COs., Ill. - The man who was shot by authorities in Franklin County yesterday after a crazed series of events following a burglary was originally from Saline County, acquaintances of his are advising.
These individuals, contacting Disclosure, have said that Joshua Moreno, 38, most recently of Bowling Green, Kentucky, had really gotten in to a bad mess in his life recently, sort of continuing the course he was headed when he was in high school.
Those who knew him prior to that, when he lived in Galatia, said that they recall Moreno being "a loner."
"The only thing I (otherwise) remember about him was he could draw," said the acquaintance who characterized Moreno as a loner. "He lived with his mother and sister but then moved, I believe, to Eldorado."
This acquaintance said that she'd heard years ago Moreno had gotten into drugs and also that he had gone to prison at some point.
Another acquaintance said Moreno "ran around with a bad crowd in school and acted pissed all the time."
It's unclear at what point Moreno had gone to the Kentucky area, nor when (or if) he'd come back. Over the years, he'd reported other residences in Kentucky, as well as Belleville in Illinois.
Moreno has a record in Saline County dating back to 2001 that involves driving unlicensed, operating uninsured, endangering the life of a child, DUI, reckless driving, felon in possession of a firearm and possession of cannabis, the latest in 2012...most if not all of it being dismissed. A battery charge in Williamson County in 2008 was also dismissed.
In St. Clair County (Belleville) he has roughly the same, with only the traffic citations and drinking-related charges resulting in convictions; there are no felonies, so it's uncertain where Moreno's felony came from that precluded him being in possession of a firearm.
