Parents claim juveniles are with sex offender; one juvenile arrested on Disorderly

WHITE CO., Ill. - A sex offender from Marion was the subject of a call to Carmi police last week during a late-night incident that got a juvenile arrested for Disorderly Conduct.

The action went down at just before 10:30 p.m. Thursday, May 23, when a disturbance at Main Cross Apartments on 225 Main Cross was brought to the attention of Carmi PD.

Police were told that there were two juveniles allegedly riding around with a convicted sex predator from Marion, Richard J. Campbell. Campbell, 24, was convicted five years ago in Williamson County on a Child Porn count, although as you can see in the hotlink, he's had a number of other run-ins with the law as it pertains to sex offenses.

The parents of the juveniles, police reports show, were trying to locate the kids (ages/genders not available, although one, you will see, was a female) when they walked to the Main Cross Apartments. They were apparently found, but one of the juveniles refused to go home and was screaming.

Said screaming woke up residents, who signed a complaint for Disorderly Conduct. And when officers attempted to escort the juvenile to the vehicle, she pulled away and was additionally charged with Resisting Arrest.

Campbell, on the other hand, was nowhere to be found. It's unclear whether police are looking for him, nor if he's to face any charges. What he was doing in Carmi all the way over from Marion remains unclear. If there's an update, we'll post; be watching.


Multi-vehicle crash on 34 in Saline County sends one to hospital

SALINE CO., Ill. - A four-vehicle crash sent a Raleigh man to the hospital and got an Elizabethtown man cited this afternoon on Illinois Route 34 in Saline County.

Illinois State Police in District 19 Carmi responded to the crash which occurred today (Tuesday, May 28) at 3:45 p.m.

According to the preliminary traffic crash investigation, a 2017 Freightliner garbage hauler being driven by Rodney E. Spivey of Elizabethtown was traveling north on 34.

A 2009 Honda Accord being driven by Kyle G. Schwarz of Harrisburg and a 2006 International truck/tractor being driven by David L. Mitchell of Raleigh were stopped northbound behind a 1999 Freightliner truck/tractor being driven by Clint D. Breiner of Damiansville on 34. Breiner's Freightliner was stopped waiting to turn onto Mount Moriah Road.

Spivey, in the 2017 Freightliner, stated his brakes failed and he was unable to stop. Spivey's Freightliner then struck Mitchell's International in the rear end. This set off a chain reaction causing Mitchell's International to strike the rear end of Schwarz' Honda. The Honda then struck the rear end of Breiner's Freightliner.

Mitchell was transported to a local hospital for minor injuries. Spivey was cited for Failing to Reduce Speed to Avoid an Accident.

Route 34 was closed for approximately 3 hours.

ISP District 19 was assisted at the crash scene by Saline County EMS, Saline County Sheriff’s Department, IDOT, Rick's Towing (Mt. Vernon and Fairfield) and Jones Towing (Eldorado).



Marion PD deals with repeat offenders…one day after another

MARION, Ill. - Marion Police officers probably got a little frustrated being called to two incidents, on two subsequent days, but involving the same chick and the same charge.

That'd be Stephanie Garland, who leads this third-week-of-May police report.

Garland, 30 of Marion was arrested for Battery in the area of Main St and Buchanan St on May 24.

The next day (May 25), Garland was arrested for Domestic Battery in the area of Jackson and Mechanic St.

The rest of the arrests are the standard fare, with a couple of them quite egregious.

Such is the case with Andrew Major, 54 of Springfield, who has been arrested for Disorderly Conduct, Criminal Sexual Assault and Battery in the 2200 block of Melanie Ln. on May 25.

Roger D. Jones, 51 of Marion has been arrested for Domestic Battery and Resisting/Obstructing Police Officer on May 25 in the area of S Jackson St. and Mechanic St.

Veronica Steele, 35 of Marion has been issued a citation for Burglary in the 1800 block of W. Copeland St. on May 25.

Rachel Groves, 39 of Pittsburg has been arrested for Retail Theft in the 1300 block of W. Enterprise on May 25.

Antonio Brown, 30 of Herrin has been arrested for Criminal Trespass to a Vehicle in the 700 block of N. Court St. on May 26.

Jessica Taylor, 30 of Marion has been arrested for Disorderly Conduct in the 700 block of N. Court St. on May 26.

Mitchell Guldbrandsen, 30 of Goreville has been arrested for Disorderly Conduct in the area of Lillian and Garfield on May 26.

Anissa Haymon, 25 of Marion has been arrested for Resisting/Obstructing a Police Officer on May 27 in the 500 block of E DeYoung St.

Bradley Ogden, 29 of Marion has been arrested for Retail Theft at Menard’s on May 27.

GALLATIN CO.: Two injured in car-v-motorcycle crash

GALLATIN CO., Ill. - Two people from Norris City were taken to an out-of-state hospital and a New Haven woman was cited yesterday following an accident on what's becoming a very dangerous stretch of road anymore: Illinois Roue 141, which runs the border of White/Gallatin counties.

This crash happened on the Gallatin side yesterday (Wednesday, May 29) at 5:45 p.m.

Illinois State Police advise that Carole Steele, 27 of New Haven, driving a maroon 1990 Chevy S10, was attempting to make a left turn onto 141 from Vine Street (ostensibly at New Haven, although that's not made clear in reports).

A blue 2017 Harley Davidson motorcycle being operated by Christopher Fields, 44, with passenger Renata Fields, 43, both of Norris City, was traveling eastbound on 141. ISP said Steele failed to see the motorcycle, and the bike struck the rear driver side of the S10.

Both Fields were transported to an out-of-state hospital for treatment. Steele was cited for Failure to Reduce Speed to Avoid an Accident.

ISP District 19 was assisted at the crash scene by the Gallatin County Sheriff's Department, Ridgway Police Department, Gallatin County EMS, Air Evac 138, Omaha Fire Department, Jones Towing, and Hoskins Towing.

Marion Police report fewer number of arrests last week of May

MARION, Ill. - From the looks of the numbers on the arrest reports, it might seem that Marion Police enjoyed a relatively-quiet few days leading up to and through the Memorial Day holiday.

Looks can be deceptive, however; this is but a small portion of the daily jobs Marion Police are tasked with on a regular basis; we are grateful for their assistance in providing the reports! Here’s May 23 through May 30, 2019.

Sarah Atwood, 28 of Marion has been issued a citation for Criminal Damage to Property in the 900 block of W. Main St. on May 23.

Max Galt, 38 of Marion has been issued citations for Improper Lane Usage, Operating a Cell Phone While Driving and Operating a Vehicle with an Expired Registration on May 25 in the area of Civic Circle Boulevard.

Eric Botsford, 43 of Marion has been arrested for Violation of an Order of Protection on May 28 in the 500 block of E. DeYoung St.

Melissa Harkrider, 40 of Marion has been arrested for Disorderly Conduct in the 1400 block of W. Boulevard St. on May 29.

Child pornographer tops Carmi crim report

CARMI— Carmi lawmen have been busy the past several days with Police Chief Jason Carter’s latest report highlighting events from Friday, May 31 to Monday, June 3 beginning with the apprehension of a convicted child pornographer.

Chief Carter’s report begins May 31, at 9:37 a.m. when local lawmen responded to a report of a single vehicle accident at 413 North First St., Carmi.

Upon arrival officers noted that a vehicle had struck a tree and a red-headed individual, later determined to be the operator of the vehicle what it struck said tree, was still seated in the driver’s seat behind the air bags, which deployed as a result of the sudden introduction of the front end of the vehicle to the tree.

‘Red’ was identified as 24-year-old Richard J. Campbell II, of Marion.

Junior’s license indicated that he resides at 709 North Garfield St., in Marion, and is a white male, 5’2”, 130 lbs., with green eyes.

Lawmen noted that Mr. Campbell was emanating a strong odor and admitted that he was ‘under the influence.’

Mr. Campbell was transported from the scene to Hamilton Memorial Hospital where he was treated for his injuries.

Upon his release he was placed under arrest, charged with Driving Under the Influence of Alcohol and Failure to Reduce Speed to Avoid an Accident and transported to the city/ county jail.

There was no indication in the report as to the status of the two individuals who were passengers in Campbell’s vehicle. 

Campbell was released from police custody later that same day after he posted a $300 cash bond.

How long that release actually lasted is unclear because, Williamson County court records indicate that Campbell was sentenced May 30, 2019, the day before his Carmi arrest, to three years in the Illinois Department of Corrections in a case in which he was charged with two counts of Reproduction of Child Pornography/ Victim Under the Age of 13 and two counts of Possession of Child Pornography/ Moving Depiction . 

He was also ordered in that case to pay $1,780 in fines and fees, of which he has paid nothing.

His criminal history, as is the felon he is named after, contains several felony arrests including one from November 18, 2013 during which he was charged with Aggravated Criminal Sexual Abuse of a Victim Under 18 Years of Age/ Family Member.

That charge was later dismissed.

Nicholas A. Jennings

Drunk driver turns himself in

That afternoon, Friday, May 31, a Carmi man turned himself into authorities.

Details filed in the case indicate that at 3:31 p.m. Nicholas A. Jennings, a 34-year-old, white make, 5’10” tall, 160 lbs., with brown hair and eyes, of 809 North Seventh St., Carmi, walked into the lobby of the city police department and turned himself in on an active warrant out of White County for Failure to Appear for a scheduled court date.

Jennings’ criminal history includes an arrest July 31, 2014 during which he was charged with Maintaining a Place for Illegal Drug Activity, Driving Under the Influence of Alcohol. 

He was convicted December 18, 2014 on that charge and sentenced to court supervision for two years, ordered to undergo treatment and to attend a special facility [also known as some kind of rehab] and ordered to pay $3,186 in fines and fees, of which he still owes $1,586.

In that same case a single count of Domestic Battery Causing Bodily Harm was dismissed.

In August of 2018 Jennings was convicted of Driving Under the Influence of Alcohol and Domestic Battery Causing Bodily Harm and sentenced to conditional discharge for two years, to attend alcohol treatment and to pay $3,700 in fines and fees of which he still owes $3,623.

In his most recent case, Jennings was released from police custody later that same day after posting a $500 cash bond.

Meth felon putting around without a license

The next day, Saturday, June 1, Jennifer L. Adcock, 36, of 312 West Robinson St., Carmi, a white female with brown hair, blue eyes, coming in at 5’5” and 235 lbs. was taken into custody at 8:38 a.m. and charged with Driving While License Suspended.

The two other folks in the vehicle with her when she was stopped were not detained.

No stranger to taking her meals behind bars, Ms. Adcock was arrested December 15, 2017 and charged with Felon in Possession of a Firearm, Unlawful Possession of Methamphetamine and Unlawful Possession of Drug Paraphernalia.

Convicted in January 2018 on the gun and drug charges, she was sentenced to the Illinois Department of Corrections for two years and ordered to pay $487 in fines and fees, of which she has only paid $50.

In her latest case, Ms. Adcock was released from police custody that same day after posting $150 cash bond.

Fence damaged on Montgomery

Before the morning was out officers responded to a report of criminal damage to property. 

Authorities advise that Betty P. Anderson, 84, of 706 Montgomery St., Carmi, reported on June 1, at 10:49 a.m., that her backyard fence has been damaged.

Alzate driving suspended

The following day, Sunday, June 2, 27-year-old Anna M. Alzate, a white female, weighing in at 221 lbs. at 5’5” in height, with hazel eyes and brown hair, most recently of 225 North Main Cross St., #1B, was taken into police custody at 12:24 p.m. at Sixth Street and Elm Street, in Carmi, and charged with Driving on a Suspended Driver’s License and Operating an Uninsured Motor Vehicle.

Alzate was released from police custody later that same day after posting $150 cash bond.

Money stolen from vehicle on Smith St.

And on Monday, June 3, at or about 7:03 a.m., authorities indicate that Mandy D. Cummins, 42, of 905 Smith St., Carmi, reported change had been stolen out of the center console of her vehicle.

SALINE COUNTY: Sentencings in May announced

SALINE CO., Ill. - Saline County State's Attorney Molly Kasiar has announced the names of those sentenced in the county for the month of May.

Amber Brandt Graham

Amber Brandt Graham, 29 of Harrisburg, was sentenced on May 1, 2019 by Judge Walden Morris to 4.5 years in the Illinois Department of Corrections and a 2 year mandatory supervised release (parole) for the offense of Unlawful Possession of Weapon by a Felon. Graham was also sentenced on May 1 by Judge Walden Morris to 4.5 years in the Illinois Department of Corrections and a 1-year mandatory supervised release for the offense of Violation of Violent offender Against Youth Registration Act.

Paul Seagraves

Paul Seagraves, 42 of Eldorado, was sentenced on May 2, 2019 by Judge Walden Morris to 4.5 years in the Illinois Department of Corrections and 1 year mandatory supervised release for the offense of Methamphetamine Possession. Seagraves was also sentenced on May 2, 2019 by Judge Walden Morris to 4.5 years in the Illinois Department of Corrections and 4 years mandatory supervised release for the offense Domestic Battery (Enhanced Sentence).

Rodney Black

Rodney Black, 60 of Eldorado, was sentenced on May 14, 2019 by Judge Walden Morris to natural life in the Illinois Department of Corrections for the offense of three counts of First-Degree Murder and three counts of Intentional Homicide of an Unborn Child.

Jason Brannon

Jason R. Brannon, 35 of Junction, was sentenced on May 15, 2019 by Judge Walden Morris to 2 years in the Illinois Department of Corrections and 1 year mandatory supervised release for the offense of Driving While Driver’s License is Revoked (Enhanced Sentence).

McLeansboro man leads Marion City Police report

MARION, Ill. - A guy from McLeansboro is the first listed in this Marion City Police Department report...and for an infraction that isn't charged often, but sure SHOULD be.

Gavin Fox, 23 of McLeansboro has been issued citations for Use of Cellular Phone While Driving and Improper Lane Usage in the area of W Main St and Monroe St on May 25.

Elizabeth Hasenjaeger, 38 of West Frankfort has been issued a citation for Criminal Damage to Property in the 2500 block of Blue Heron Dr. on May 31. 
 
Joshua Walker, 39 of Marion has been arrested for Domestic Battery and Unlawful Restraint in the 1100 block of E Reeves St on June 1.

ISP’s Districts 12, 19, announce activity and enforcement stats for May

ISP DISTRICTS 12, 19 - Illinois State Police in District 12 (Effingham) and 19 (Carmi) have announced activity and enforcement statistics for the month of May, 2019.

District 12 Effingham

Troopers in District 12, which includes Clark, Clay, Crawford, Cumberland, Effingham, Fayette, Jasper, Lawrence, Marion, and Richland counties, answered 232 calls for service and initiated 2,154 incidents in the field. 

In addition, enforcement figures totaled 1,273 citations and 1,090 written warnings, including 705 speeding citations, 6 DUIs, 133 seat belt citations, 20 child restraint citations, 151 distracted driving violations, 308 written warnings for speeding, 46 move over violations, and 64 criminal arrests.

Troopers also assisted 286 motorists, conducted 281 Motor Carrier Inspections, and investigated 73 traffic crashes. 

There was one fatal traffic crash investigated by District 12 in May.   

During the month, 905 citations and 454 written warnings were issued for “Fatal Four” violations. These violations are most associated with fatal traffic crashes and include Speeding, DUI, Failure to Wear a Seat Belt, and Distracted Driving.

District 19 Carmi

Troopers in District 19, which includes Wabash, Edwards, Wayne, White, Hamilton, Saline, and Gallatin counties, recorded 1,429 incidents during the month.

Enforcement activity consisted of 660 citations and 965 written warnings, including 334 speeding citations, 4 DUIs, 109 occupant restraint citations, 12 criminal arrests, and 260 written warnings for speeding. Troopers also assisted 73 motorists, conducted 161 Motor Carrier Safety Inspections, and investigated 26 traffic crashes.

There was one fatal traffic crash investigated by District 19 during May, resulting in one fatality.

Moreover, District 19 issued 472 citations and 367 written warnings for “Fatal Four” violations. These violations are most associated with fatal traffic crashes and include DUI, Speeding, Failure to Wear a Seatbelt, and Distracted Driving.


ROSICLARE: Break-in at Fluorspar Museum reported

ROSICLARE, Ill. - The little riverside town of Rosiclare in Hardin County has experienced a crime at one of their local attractions, and authorities are investigating.

The Hardin County Sheriff's Department has reported that a break-in occurred this morning (Saturday, June 15) in Rosiclare at the American Fluorite Museum.

A large amount of fluorspar specimens were stolen.

A $1000.00 reward is being offered for information leading to the arrest and conviction of those involved.

The Hardin County Sheriff's Department urges anyone with info to contact them at (618)-287-2271 or Rosiclare City Police Department at (618)-285-2000.

West Frankfort man indicted on 2014 threatening letters to officials

WEST FRANKFORT, Ill. - A federal grand jury has returned an indictment charging Jonathan Wade Bohn, 43, of West Frankfort, Illinois, in the October 2014 mailing of two threatening letters to officials in Franklin County, Illinois.

The indictment alleges that Bohn was incarcerated at the Federal Correctional Center in Allenwood, Pennsylvania, when he sent a letter threatening to kill certain Franklin County law enforcement officers and officials.

Two weeks later, Bohn allegedly sent another threatening letter, this time to the Franklin County clerk of court, claiming there was a bomb inside a Franklin County school that would detonate the following day. This second letter caused the closing of nine public schools, affecting over 6,400 students.

Mailing a threatening communication carries a maximum possible sentence of 5 years imprisonment. Threatening to use an explosive device is punishable by as much as 10 years in prison. If convicted, Bohn also faces a fine of up to $250,000 and 3 years of supervised release on each count.

According to the Bureau of Prisons website, Bohn is now being housed at a high-security facility in Florida and is currently scheduled for release in August 2022.

The investigation was conducted by the FBI and the Benton, Illinois Police Department. The case is being prosecuted in the Southern District of Illinois by Assistant United States Attorney Ranley R. Killian.

OFFICER-INVOLVED SHOOTING IN MARION

MARION, Ill. - A press release from the Marion Police Department has outlined an incident that occurred last night in town.

Authorities say that last night (Sunday, June 23) approximately 8:14 p.m., Marion PD Officers responded to a 911 shots-fired call in the 2600 block of Ingersoll Lane.

Upon arriving on scene, MPD Officers observed a male, later identified as Lucas K. Johnson, 40, on or near the front porch of his property holding what appeared to be a shotgun.

Following several attempts to get Johnson to drop the weapon, an MPD Officer fired a service weapon at, and striking, Johnson.

Johnson was taken into custody and transported to the Heartland Regional Medical Center with non-life-threatening injuries.

No officers were injured. The Illinois State Police was notified immediately of the officer involved shooting and will conduct the official investigation into this incident.

This investigation is ongoing, and more information will be released as it becomes available.

Newest ISP troopers announced; one from Harrisburg

DISTRICT 19 CARMI, Ill. - One of the newest troopers to join the ranks of the Illinois State Police hails from Harrisburg, according to this report from District 19 in Carmi.

Illinois State Police District 19 Interim Commander, Lieutenant Lance Hinkle, announces the addition of two new Troopers to District 19, which serves Wabash, Edwards, Wayne, White, Hamilton, Saline, and Gallatin counties.

Trooper Katelyn Graham and Trooper Seth Dauber were assigned to District 19 Patrol following their graduation from the Illinois State Police Academy in Springfield, Cadet Class 128. Both Troopers have completed their Field Training and are now assigned to patrol duties in District 19.

Trooper Katelyn Graham, originally from Harrisburg, Illinois, joins the Illinois State Police after graduating from State Fair Community College in Sedalia, Missouri, and serving four years of active duty as a medic in the United States Air Force. Trooper Graham is the daughter of Brent and Cassie Graham and will reside in Saline County.

Trooper Seth Dauber

Trooper Seth Dauber, originally from Tonica, Illinois, joins the Illinois State Police after graduating from LaSalle-Peru High School in LaSalle, Illinois, and Lewis University in Romeoville, Illinois. Trooper Dauber will reside in Saline County.

Lieutenant Hinkle would like to welcome Trooper Graham and Trooper Dauber to District 19. He, along with the officers in District 19, would like to wish them the best of luck as they begin their law
enforcement careers with the Illinois State Police.


Eye-gouger gets decades in prison

Allen Joseph Fisher

PERRY CO., Ill. - The man convicted of gouging out the eyes of a man he was attacking last year is going to have a long time to think about how to get his temper under control.

Allen Joseph Fisher, 52 of Swanwick, is the guy in Perry County who last year in April, reportedly chased down another man, Robert Pfister, 47, of Nashville in Washington County, and, driving him off the road, attacked him in the roadside ditch and gouged the man's eyes out with his fingers/thumbs. There was no indication as to why such a horrific attack was perpetrated, other than Fisher has a really bad temper and little self-control; reports indicate that Fisher was "mad that Pfister was driving down his street."

The attack left Pfister blind. Four months ago, Fisher was found guilty during a jury trial of Aggravated Battery Causing Great Bodily Harm Involving Torture, and Intimidation.

On Thursday, June 27, Judge James Campanella sentenced Fisher to 35 years in prison, with Campanella openly opining that he would've liked to have given Fisher more time (apparently he maxed out the statutory sentence.)

SALINE, WAYNE counties: New Scott’s Law patrols released

SALINE/WAYNE COs., Ill. - A new patrol focusing on Illinois' "Move Over" Law, formally known as "Scott's Law,"' has been put into effect, and Illinois State Police in District 19 recently held just such a patrol.

Carmi's District 19 Interim Commander, Lieutenant Lance Hinkle, has submitted the results of four Scott’s Law Details held in Wayne and Saline counties during June.

These Scott’s Law Details provided extra patrol coverage for the ISP so officers could focus on the enforcement of Scott’s Law, also known as the Move Over Law.
